So you bought an EV — or you’re about to — and now you’re standing in the garage of your 1970s Las Cruces ranch house or your El Paso Lower Valley adobe, looking at a panel that was installed when the biggest load in the house was the swamp cooler, wondering how this is going to work. Good news: it almost always works. The honest part: in an older Borderland home, the charger itself is usually the easy piece. The electrical work behind it is where the real project lives.
This guide walks through what home EV charging actually requires, why the panel assessment comes first, and how to tell a solid quote from a hand-wave.
Level 1 vs. Level 2, in Plain English
Level 1 charging is just plugging your car into a regular 120-volt wall outlet with the cord that came in the trunk. It works, it costs nothing to set up, and it’s slow — you’re adding a handful of miles of range for every hour the car sits there. If you drive short distances around town and the car sleeps in the garage every night, Level 1 can genuinely be enough. Plenty of Borderland commuters never move past it.
Level 2 charging runs on a 240-volt circuit — the same kind of power that feeds your electric dryer or range. Why Older Homes Need a Panel Assessment First
A Level 2 charger is commonly installed on a dedicated 240-volt circuit at 40 or 50 amps — one of the largest single loads most houses will ever carry, running for hours at a time, often on summer nights when the refrigerated air is also working hard. A lot of older homes in the Mesilla Valley and El Paso’s established neighborhoods were built with modest electrical services, and some have already absorbed decades of add-ons: refrigerated air conversions, hot tubs, shop equipment, kitchen remodels.
That’s why the first thing a good electrician does isn’t hang a charger — it’s a load calculation. They add up your home’s existing electrical demand the way the code requires and determine whether your service and panel have room for a large new continuous load. Three outcomes are possible:
- Your panel has capacity and open breaker spaces — the install is straightforward.

Hardwired vs. Plug-In (the NEMA 14-50 Question)
You’ll face one fork in the road: hardwire the charger directly to the circuit, or install a heavy 240-volt receptacle — most commonly a NEMA 14-50, the same style outlet RV parks use — and plug the charger into it.
Plug-in installs are flexible. If you move, the charger comes with you; if it fails, you swap it without an electrician. The tradeoffs: the receptacle itself becomes a wear point, cheap receptacles have a reputation for overheating under daily EV charging, and current electrical code generally requires GFCI protection on that outlet, which can add cost and occasionally causes nuisance tripping with some chargers.
Hardwiring costs about the same in labor, eliminates the receptacle as a failure point, usually allows the charger to run at its full rated output, and tends to be the cleaner choice for outdoor installs. Many electricians will steer you toward hardwiring for a permanent setup, and it’s reasonable advice — just make sure the quote spells out which one you’re getting. If you specifically want a 14-50 receptacle, ask for an industrial-grade one rated for continuous EV use.
Permits, Inspections, and Who’s Allowed to Do This
A new 240-volt circuit is permitted electrical work on both sides of the state line. In New Mexico, electricians are licensed through the state’s Construction Industries Division; in Texas, through the Texas Department of Licensing and Regulation (TDLR). A legitimate installer pulls a permit with your local jurisdiction, does the work to code, and gets it inspected — and doesn’t grumble about any of that, because it protects you, your warranty, and your homeowner’s insurance.
Be wary of anyone who offers to skip the permit to save you a little money. Garage vs. Outdoor Installs in Desert Heat
Plenty of Borderland homes — especially older ones — have carports or driveway parking instead of an enclosed garage, and that’s fine: outdoor-rated chargers exist and work well here. But the desert adds a few considerations worth discussing with your electrician:
- Sun exposure. A charger mounted on a west-facing wall bakes all afternoon. Chargers protect themselves by slowing down when they overheat, so shade, a north-facing wall, or a simple cover keeps charging speeds honest in July.
- Weather rating. Outdoor units and any outdoor receptacle need appropriate enclosures — dust and monsoon-season downpours both count out here.
- Cable reach and routing. Measure from the mounting spot to your charge port with the car parked the way you actually park it, not the way the diagram assumes.
- Panel location. Long conduit runs from a panel on the far side of the house add real cost. This is often the biggest variable between two quotes for the “same” job.
What a Good Quote Includes
When you gather quotes — and you should get more than one — a thorough proposal will spell out:
- A load calculation, or a clear statement that one was performed and what it found
- Circuit size and breaker rating, and whether the install is hardwired or receptacle-based
- The wire run: length, routing, and whether conduit, trenching, or drywall work is involved
- Permit and inspection fees, included and named
- Whether the charger hardware is included or you’re supplying it
- What happens if the panel can’t take the load — upgrade pricing as a separate line, not a surprise
- License number and warranty terms on the workmanship
A quote that’s just a single number with no detail isn’t necessarily a scam — but it makes an apples-to-apples comparison impossible, and it usually means the surprises come later, at your expense.
